### United Nations Development Programme (UNDP) Nepal Job Vacancy: TVET and Migration Expert


UNDP Nepal collaborates with the people and government of Nepal to address key development challenges. The organization is currently inviting applications for the position of TVET and Migration Expert.

#### Background


The Support to Knowledge and Life-Long Learning Skills (SKILLS) Programme operates under a bilateral agreement with the Government of Nepal’s Ministry of Education, Science and Technology (MoEST). This program aims to implement practical policy reforms, develop an integrated National Technical and Vocational Education and Training (TVET) management information system, and enhance private sector engagement in TVET. It focuses on policies to promote entrepreneurship and support women in the workforce, while also improving quality assurance and governance within MoEST's TVET programs.


In response to the COVID-19 pandemic, the program has expanded to transform the skills of Returnee Migrant Workers (RMWs) to foster local economic recovery. Notably, the “Workplace-based Learning and Earning Programme” was successfully launched in partnership with the National Youth Council (NYC) to create self-employment opportunities for returnee migrants in Sudurpaschim Province.


Given the challenges faced by RMWs due to the pandemic, including a significant return of Nepali citizens who lost jobs abroad, there is an urgent need for relevant skills training and development. The government has introduced policies to provide returning migrant workers with collateral-free loans to incentivize self-employment. 


The new project, “Enhancing Returnee Migrant Workers’ Skills for Employment,” focuses on the productive reintegration of RMWs, especially among women and marginalized groups. The goal is to deliver effective skills training linked to certification, facilitating better employment and self-employment opportunities. This initiative will engage public-private partnerships across three key economic sectors: agriculture, construction, and tourism.


#### Position Overview


The TVET and Migration Expert will report directly to the National Project Manager (NPM) and work closely with various stakeholders, including CTEVT, NYC, and local governments. The expert will play a crucial role in providing technical support for the implementation of the project, focusing on skills training and certification for 1,500 RMWs.


#### Key Responsibilities


1. **Technical Support**: Design and implement training programs that ensure quality assurance and meet labor market needs.

2. **Program Development**: Lead market appraisals to identify skills gaps and tailor training courses for RMWs in agriculture, construction, and tourism.

3. **Gender Equality and Social Inclusion**: Ensure project interventions promote gender equality and the inclusion of disadvantaged groups.

4. **Reporting and Communication**: Assist in preparing progress reports and disseminating knowledge products to various stakeholders.


#### Required Qualifications


- **Education**: Master’s Degree in TVET, migration, social sciences, or a related field.

- **Experience**: At least 7 years of relevant experience in TVET research, policy, and migration programs. Familiarity with the challenges faced by returnee migrants is advantageous.

- **Language**: Fluency in Nepali and English; knowledge of local languages is a plus.

- **Skills**: Proficiency in computer applications (e.g., Word, Excel, SPSS) and strong report writing abilities.
