### BACKGROUND
**Position Overview:**
The Logistics Assistant (Emergency Preparedness and Response) will be stationed at the Provincial Emergency Operation Center within the Disaster Management Section of the Ministry of Internal Affairs and Law (MoIAL) in Karnali Province. This role is part of the WFP's emergency preparedness and response (EPR) project, directly supervised by the Head of the WFP Field Office in Surkhet, with technical oversight from the WFP National Logistics Coordinator. The incumbent will also report to the Secretary of MoIAL through the Province's Disaster Management Section regarding daily operations and progress updates.
The EPR project aims to enhance the logistical and telecommunications emergency preparedness capabilities of the Nepal government and humanitarian partners. The Logistics Assistant will be responsible for gathering emergency preparedness data in Karnali Province, performing basic analysis, and mapping the disaster preparedness capacities of government and humanitarian agencies. Additionally, the role involves supporting logistics cluster activities related to COVID-19 and seasonal monsoon preparedness, as well as responding to sudden disasters at both provincial and local levels.
### ORGANIZATIONAL CONTEXT
This position exists within Headquarters (HQ), Regional Bureaux (RBs), Country Offices (COs), and Area/Field Offices. Job holders report to a Logistics Officer, Head of Unit, or designated personnel. At this level, the Logistics Assistant is expected to manage various processes and activities, interpreting standard guidelines and practices for all assistance modalities within WFP and logistics common services. The role may also involve recommending actions to staff at different levels and delegating tasks to support staff.

The Logistics Assistant will implement defined logistics and supply chain processes to ensure the effective delivery of goods and services across various modalities. Responsibilities include assisting the Ministry of Internal Affairs and Law in Karnali Province with data collection, conducting simple analyses, and preparing communication materials related to emergency preparedness and response. The incumbent will also map the disaster preparedness and response capacities of local and provincial governments and humanitarian agencies in the region, and support the logistics cluster in designing, implementing, and reporting responses for COVID-19 and monsoon preparedness, including managing the Provincial Humanitarian Staging Area (PHSA) in Surkhet.
### STANDARD MINIMUM QUALIFICATIONS
- **Education:** Completion of secondary education; a post-secondary certificate in business management, disaster management, engineering, or logistics is desirable.
- **Language:** Fluency in both written and spoken English and Nepali.
### DESIRED EXPERIENCE
- **Experience:**
- At least 4 years of relevant work experience in Humanitarian Emergency Preparedness and Response, Disaster Risk Reduction, or Disaster Management.
- Proficiency in using corporate systems to track shipments, monitor pipeline information, and manage insurance claims and food stocks.
- Ability to analyze data (commodities, funds, etc.) and draft reports.
- Experience providing technical support for corporate systems.
