Kathmandu: March 4, The Supreme Court has cleared the way for the Civil Aviation Authority to distribute bonuses. CAAN had been obstructing the distribution of bonus of around Rs 250 million to at least one thousand employees for the last two years. Supreme Court Justices Ishwar Raj Khatiwada and Hari Phuyal have ordered to distribute the bonus on December 7.
About three months after the court's order, the CAAN steering committee chaired by Tourism Minister Bhanubhakta Dhakal has decided to implement the decision.
It is said that the Ministry of Finance has also given consent to the employees of CAAN who reached the Ministry of Finance on Wednesday to discuss the issue. After the Commission for Investigation of Abuse of Authority, Ministry of Tourism and other agencies decided not to distribute the bonus, the six employees had filed a writ in August 2018. In the decision, the court explained that the authority can receive bonus from the profits as per the Bonus Act as the authority is an institution that follows 'business principles'. He has pointed out the process of bonus distribution in Nepal Oil Corporation, Nepal Airlines Corporation and other institutions and has reversed the earlier decision of the secretary level, authority and other bodies.
CAAN had been earning operating profit from the fiscal year 2068/69 to 2074/75. CAAN has been running at a loss since 2076/07 due to the boycott. According to an official of NEA, the organization had been allocating 8 percent of the operating profit as bonus since 2068 BS. Out of which, Rs. 2.12 billion has been paid as dividend to the government till FY 2014/15 and about Rs. 250 million has been allocated as bonus for the employees.
